Commercial Fence Under 7ft High - Contractor

Please see attached Fence Plan Review Application for 297 McKnight Rd S; St Paul, MN 55119 I was thinking that plan review was not needed because its on tenant/landlord owned/leased parking lot. The height of the new fence is 4ft High. But just in case please review the application. The new fence will not go to any property lines. The entire fence will be built on the landlord's own parking lot. 3 sides are already fenced, existing walls and fences. These existing property line wall/fences were built many years ago. The new fence will be build only on one side: landlord owned parking lot. Neighboring properties will not be reached nor affected with the new fance. The new 4ft high fence will be used only to limit cars from going to child play area located at the south side of the parking lot, see attached highlighted photo.
