    spoke with contractor who was concerned he could not remove existing Ice and Water membrane and wanted to know if he could overlay it. I told him the Code allows I and W to be overlaid [R908.3 ex. MN Res. Code] told him to remove exposed nails/ staples to prevent damage to new materials and that he wouls have to install new I and W and underlayment over existing as a new roof would require. (can not re use existing I and W)
