Contractor plans to check with SER for use of 6" chairs to support rebar, plans show 3" distance specified, special inspector must also check soil as rain has occurred since the time footings were excavated.

Inspected strip footing from grid line 11/A.2 (started after F1 pad) to 1/D.2 (stopped prior to F2 pad), no rebar matte in place, #8 dowels not in place for pier columns, missing #5 rebar at footing jump between 'C' - 'D' @ 11.
