Remove 3rd base party decking, leave all framing in place and install new maintenance free decking. Remove metal railings, re-install existing railings with new paint. On the lower 2 sections, construct a new 2x8 platform approximately 4'-0" x 12'-0" in 10ea locations to allow for a (1) step elevated view over the people in front.
